Deionized water, no soap, is the method that actually removes it rather than redistributing it.

Hold a wet finger against it. If the haze disappears where it is wet and returns as it dries, it is deposit and it can come off. If it stays visible while wet, the mineral has etched into the silica and cleaning will not remove it — at that point you are choosing between living with it and replacing the pane.
