If only the windows facing your lawn are spotted, your sprinklers are the cause. Irrigation water carries dissolved minerals that stay on the glass after every cycle. Through a valley summer those layers stack, harden in the sun, and eventually bond to the surface. Caught early they wipe off. Left alone they etch.
A sprinkler head throws water in an arc, and the last couple feet of that arc is fine mist that any breeze carries well past the radius printed on the box. Add a head a mower nudged off its stop, a riser that settled an inch into soft ground, or a nozzle sitting a few degrees high, and the spray lands on siding and glass instead of turf. That is why the pattern tells you the cause. Overspray spotting sits on the lower half of the pane, concentrates on the elevation facing the lawn, and fades out at whatever height the water stops reaching. Street-side windows and second-story glass on the same house stay clear. Weather does not behave that way, since rain and dust hit every side evenly. If your spotting has a ceiling to it, you are looking at irrigation, not neglect.
Water in this valley runs hard whether it comes from a well, city supply, or a pressurized irrigation line fed off the canal system. Dissolved calcium, magnesium, and silica ride along in it. Cleaning spotted windows while the heads still hit them buys you about three weeks. Run each zone manually at dawn and stand there and watch it. Look for water striking siding, glass, or the foundation. On a spray head, the arc adjusts with a screw on the nozzle; on a rotor, there are physical stops you can reset by hand. Swapping a full-circle nozzle for a half or quarter pattern costs a few dollars and often ends the problem outright. Misting usually means system pressure is too high, which pressure-regulating stems fix. The tell is that the haze stays visible in the same shape even when the pane is genuinely wet. Wet the glass with a hose and look again. If it disappears while wet, it is removable. If it does not, some of it is permanent.
Judge any company on four things. First, do they test-spot a single pane and show you the result before quoting the whole house? Restoration is per-pane labor, and anyone quoting a flat number sight unseen is guessing. Second, will they tell you plainly which panes will not fully come clean? An honest no on stage-three etching is worth more than a promise. Third, can they name what they use and how they protect frames, anodized trim, screens, and the plants underneath? Fourth, will they email an insurance certificate without being asked twice. Then consider not hiring at all. If the haze is between the panes rather than on the outside surface, that is a failed seal in the insulated unit and no cleaner on earth fixes it; call a glass company. If the pitting is deep across a large window, replacement can cost less than hours of restoration labor.

On fresh deposits, yes. Soak a microfiber towel in undiluted white vinegar, hold it flat against the glass for five minutes so it does not run off, then scrub and rinse fully. It works on mineral that is still sitting on the surface. It will not touch deposits that have bonded to the glass over multiple seasons, and it does nothing at all for etching.
Bonded deposits can be, using acidic restoration products or a polishing compound. True etching cannot, because the mineral has already corroded into the glass surface and there is no deposit left to remove. Wet the pane with a hose and look again. Whatever disappears while wet will come off. Whatever stays visible on wet glass is damage, not dirt, and only replacement resolves it.
Nobody can give you an honest number over the phone, because it depends entirely on how bonded the mineral is and how many panes are affected. Be careful. Fine steel wool is used by some professionals but is unforgiving on coated or filmed glass. Test anything abrasive on a low corner of one pane before you touch a whole window.
Fix the sprinklers. A replacement nozzle or an arc adjustment costs a few dollars and one morning, and every gallon that hits your siding is a gallon not watering the lawn you are paying to irrigate. Cleaning around an uncorrected overspray problem is a recurring bill with a hard deadline on it, because deposits keep advancing toward etching between visits.
