Plenty of them don't end at a splash block either. They drop into buried drain tile that runs out to the curb, or discharge toward the pressurized-irrigation berm at the back of the lot. Those buried lines silt up, and when they do the gutter backs up even though the trough and the elbow are completely clear. Twice a year on most lots with mature trees. Once in late June, after the Siberian elm seed, silver maple samaras and cottonwood fluff have finished — that debris packs harder than leaves and is what plugs downspouts in a summer thunderstorm. Then again in November, after leaf drop and after the worst of the sugar-plant lime dust and beet-truck silt. Newer lots with young landscaping and open sky can usually run on one annual cleaning.
Usually the blockage is below where you can see. A lot of homes in these subdivisions don't end at a splash block — the downspout drops into buried drain tile heading out to the curb or toward the irrigation berm. Field silt settles in that buried run and chokes it, so water backs up the elbow even with a clean trough.
