And if water sheets over the same corner every rain right after a cleaning, that is pitch or an undersized 4-inch outlet, not debris. Most houses on these blocks want two visits. One in late spring after the maple seeds finish dropping, because those pack an outlet harder than leaves do, and one in mid to late November once the canopy is actually bare.
