Cleaning your gutters will not prevent an ice dam. Ice dams are built by heat leaking out of your attic, and they form on the roof above the gutter. Houses with no gutters at all still get them. Clean gutters do protect against a different and cheaper set of winter problems. Here is the split.
An ice dam is a ridge of ice at the cold edge of a roof, and it is made by heat. Warm air escapes the living space into the attic, warms the underside of the roof deck, and melts the snow sitting on the upper roof from below. That meltwater runs down the slope until it reaches the overhang, which hangs past the heated part of the house and stays below freezing. There it refreezes, builds a lip, and backs standing water up under the shingles. None of that sequence involves the gutter. It happens whether the trough is spotless, packed with cottonwood fluff, or absent entirely. We have chipped ice off Meridian homes with new gutters we had cleaned eight weeks earlier. What a clean gutter changes is the drainage path and the collateral damage, not whether the dam forms.
A dam needs all three at once: snow on the roof, a roof surface under that snow above 32 degrees, and an eave surface below 32. Six inches of snow is enough, because snow is the insulator that lets the deck warm up underneath it. The active window is roughly 20 to 32 degrees outside. Sustained above about 35 and everything drains; sustained below about 15 and nothing melts in the first place. The diagnostic is simple and costs about $15: put a thermometer in the attic. A healthy attic runs within a few degrees of outdoor air. If yours is 15 to 20 degrees warmer than outside on a January night, you have found your ice dam, and it is not on the roof. Frost on the underside of the sheathing is the same signal.
Plenty, just not dam prevention. A clean, open trough and downspout give daytime meltwater somewhere to go during the thaw half of the cycle. A clogged one holds water in October, freezes solid in November, and stays a block until March. Weight is the real argument. Ice runs about 57 pounds per cubic foot, so a 5-inch K-style gutter frozen full carries roughly 5 pounds per running foot. A 40-foot run is near 200 pounds hanging on hangers spaced every 24 to 36 inches, into fascia that may already be soft. Replacement gutter runs $8 to $15 a foot installed, and rotted fascia costs more than the gutter. Clean gutters also keep meltwater from sheeting over the front lip onto the walkway below and glazing it. Boise sits near 2,700 feet and averages under 20 inches of snow a year, while McCall and Cascade clear 100. Valley homeowners assume that means no ice dams. Wrong problem. Our January normals of roughly a 38-degree high and a 24-degree low land almost exactly in the melt-refreeze band, so the valley builds dams through repeated daily cycling rather than snow load. A December inversion then parks cold air over the valley floor for a week and the ice that formed simply does not leave. Sun angle decides which eave suffers: south-facing roofs shed by noon, and the dams we find sit on north and east eaves, over attached garages, above additions, and on low-slope roof planes. Idaho builds to the IRC, which calls for an ice-and-water membrane running from the eave edge to at least 24 inches inside the exterior wall line where ice damming has a history. On older valley homes, that membrane is often not there.
Air sealing first, insulation second, ventilation third. Doing them out of order wastes money. Sealing means closing the bypasses where warm air leaks up: top plates, recessed can lights, the attic hatch, plumbing stacks, and the chimney chase. Bath fans dumping into the attic instead of through the roof are the single most common defect we see from up there, usually announced by a frost ring on the sheathing. Then insulation. Current code for this climate zone is about R-49, and plenty of valley homes built before 2000 sit at R-19 to R-30. Then ventilation: soffit intake and ridge exhaust, with baffles so blown insulation is not smothering the soffits. Budget roughly $600 to $2,000 for air sealing and $1,500 to $3,000 to blow an average attic up to depth. Check whether your utility has a current insulation rebate first, because those programs change year to year.
Low-pressure steam is the only removal method that does not shed granules, a specialty call, commonly $350 to $700 per dam. Vaulted ceilings framed in 2x8s have no room for both R-49 and a vent channel, and roofs under a 3:12 pitch will ice up every winter. There the plan is management, not a cure.

No. The dam forms on the roof plane above the gutter, driven by attic heat melting snow that refreezes at the cold overhang. A house with no gutters at all can still get ice dams, which is the cleanest proof available. Clean gutters prevent frozen debris blocks, torn hangers, rotted fascia, and glazed walkways. Those are worth $199. They are not ice dam prevention, and anyone selling a winter cleaning that way is overselling it.
Neither causes nor prevents, but they make the symptom worse to live with. Micro-mesh freezes into a solid panel, so daytime meltwater sheets over the front lip instead of entering the gutter. Reverse-curve helmet systems ice at the nose, which is exactly the surface their design depends on. Guards also make an existing dam harder and slower to clear. Fix the attic before you spend $2,000 on guards expecting a winter benefit.
It manages ice, it does not fix the cause, and it should be your last option rather than your first. Self-regulating cable draws roughly 6 to 9 watts per foot, so a 100-foot zigzag plus downspout run pulls about 700 watts. Running it a few hours a day through a valley winter costs somewhere in the tens of dollars, not hundreds. It earns its keep on vaulted ceilings and low-slope roofs where insulation genuinely cannot be added.

Please do not. Chipping with a hammer, hatchet, or ice pick punctures shingles under the ice you cannot see, and the leak shows up in April. Standing on a ladder leaned against an ice-loaded gutter is worse; that gutter may be carrying 200 pounds and is not a handhold. Safe DIY is a telescoping roof rake used from the ground and calcium chloride in a stocking. Everything else, hire out.
