Depends what you are seeing. Rub the wall with a dry hand. If your palm comes back powdery white, the vinyl has oxidized from twenty-plus years of south and west sun, and no wash reverses that. A soft wash removes the loose chalk and surface film, so the wall looks considerably better and stops transferring onto hands and clothes, but the faded color underneath stays faded. Paint or replacement is the only real fix.
