Exterior work is unattended, weather-dependent and fast. Interior work needs someone home, requires moving furniture and window coverings, involves protecting floors and sills, and takes noticeably longer per pane. Bundling them into one number hides which you are buying, which is why a suspiciously cheap quote is often exterior only.
Someone over 18 has to be present for the whole interior visit. Blinds and curtains need to be raised or removed, sills cleared, and there needs to be a path to each window. Crews will protect flooring, but a room packed to the walls slows everything down and some windows simply cannot be reached.
Sills and frames get attention, and tracks can be included if asked for. Interior glass also carries different soiling: cooking film, woodstove residue, pet nose prints and general indoor haze rather than mineral and dust. That needs different handling than an exterior pane.
Through winter, interior is often the more useful of the two. The house is closed up, film builds on the inside, and it is the surface you actually look through from November to March. Exterior work in a hard freeze is not possible anyway.
