A falling raindrop carries real kinetic energy, and what it hits when it lands determines how far that energy scatters material outward. Bare soil and fine bark mulch offer no resistance, so the impact throws particles sideways and upward in a fairly predictable arc. Lawn, dense planting and coarse rock absorb that impact instead of redirecting it, which is why the exact same rainfall produces a heavy band on one section of foundation bed and almost nothing on the section next to it planted differently. If the ground around a section of foundation slopes toward the house rather than away from it, water is pooling against the wall between rain events, not just splashing during them, and a downspout extension alone will not fix that. That is a grading correction, sometimes requiring soil to be built up and reshaped around the foundation, and it is worth having a landscaper or foundation contractor look at before spending more on siding cleaning at that one spot every season.
Persistent splash concentrated at one point usually means water is being funneled there, and water concentrated against a foundation is worth looking at for reasons well beyond appearance. A downspout discharging at the base of a wall, or negative grade holding water against it, is a drainage issue first and a cleaning issue a distant second.
