Why water alone smears them

A nose print is oil, protein and moisture pressed onto glass, not dust sitting on it. A damp cloth spreads the oil over a wider area rather than lifting it, which is why one wipe often turns three clear prints into a hazy panel. It needs something that emulsifies the oil and then a clean rinse.

Why they always return to the same place

Dogs watch from a fixed spot, usually a front window with a view of the street or the driveway. The prints reappear at the same height on the same pane because the behaviour is the same. That is worth accepting rather than fighting, and it shapes how often that particular window realistically needs attention.

Cats add scratching to the problem

Cats push and paw at glass and window screens, and claws on screen mesh cause tears that then let insects in and shed debris onto the glass below. On glass itself claws rarely scratch, but on any applied film or tint they can, and that damage is permanent.

What to do about the low band

Interior glass is where this lives, so it is an interior cleaning item rather than an exterior one. For households where one or two panes carry all the traffic, cleaning those on a shorter cycle than the rest of the house is a more sensible answer than a whole-house clean nobody needed.
